About the Framework

The EiC framework has been reviewed and updated to stay relevant and practical for today’s multidisciplinary teams across all professions and settings. In this framework, the phrase staff refers to all healthcare professionals and teams contributing to care and is intended to reflect the wide range of roles and skills involved in delivering care today.

It recognises that high‑quality, safe and person‑centred care depends on:

  • everyone working together
  • shared values and principles
  • clear expectations, and
  • a consistent approach

What the framework is based on

At its core are lessons from the Vale of Leven Hospital Inquiry, where families identified four key principles:

  • person centred care
  • compassion
  • fundamentals of care, and
  • clear communication

These principles are the foundation of high-quality, safe, and person-centred care.

All parts of the framework are connected and equally important.

What supports consistent high quality care

To deliver high-quality, safe, and person-centred care every day, several elements must work together:

  • patient safety
  • care based on evidence and standards
  • a skilled and well‑trained workforce
  • safe staffing levels
  • strong leadership
  • a positive culture, and
  • staff wellbeing

How to use the framework

While the Framework aligns with a wide range of local assurance and improvement materials, the key national resources that support staff to put it into practice are:

This toolkit explains:

  • why each of the 16 elements of the framework matters
  • how the elements work together to support everyone
