Key tools
To help you use the framework in everyday practice, EiC has developed the following key tools. They are not the only tools available and can be used alongside local or other national resources to support local activity.
Care Assurance and Improvement Resource (CAIR) Dashboard
The CAIR dashboard is hosted by Public Health Scotland (PHS). It brings data together in one place and shows it in clear visual formats.
CAIR supports care reviews at local and national levels. It helps users to:
- view and understand data over time
- identify where improvement is needed
- plan, review and track improvements
More detailed information on all measures included on the CAIR dashboard can be found on the PHS website.
To find out how to access CAIR, visit the Public Health Scotland website:
- access is managed locally by NHS boards
- access is given based on role and need
- staff who feel CAIR would support their role should:
- contact their board EiC lead
- visit the PHS website for access information
Leading Excellence in Care Education and Development framework (LEiC)
The LEiC education and development framework supports putting EiC into practice. While it focuses on education and development for Nursing, Midwifery and Allied Health Professions (NMAHP) leaders it offers resources that all healthcare leaders could find beneficial to their practice.
Who the LEiC framework is for
LEiC helps leaders to:
- understand learning needs
- plan development
- reflect on practice
- access learning resources
- evidence professional development
- meet revalidation requirements
Line managers and NHS Boards
LEiC supports:
- development of current and future leaders
- identifying training needs
- a culture of continuous learning
Education providers
LEiC helps education providers:
- understand NMAHP leadership learning needs
- design training that reflects current practice
- support shared and inter‑professional learning
Quality of Care Review (QoC) Guidance
The QoC Review Guidance provides a national approach to QoC reviews. It supports consistent reviews across NHS Scotland by helping teams to:
- understand the quality of care being delivered
- identify what supports or affects care
- spot where extra support may be needed
- use resources effectively
Bringing the framework to life
The EiC framework sets out what good care needs. The QoC guidance shows:
- what each element looks like in day‑to‑day practice
- how to turn the framework into action
This helps improve experiences, outcomes, and care, for patients, families, and staff.
Multidisciplinary reviews
Care is delivered by many professionals, so multidisciplinary teams should carry out QoC reviews. Local leaders should:
- choose staff with the right skills and experience
- match leadership to the size and complexity of the review
This helps maximise learning and improvement.
